When a procedure goes out of date the items it applies to will get marked by the Daemon as:

'broken' if the procedure is 'mandatory'
'damaged' if the procedure is 'required'
'niggle' if the procedure is 'recommended'

How difficult is this? Mark as 'commercial' if it must be done by a professional.
